🏦 Active Investor Plus (AIP) — Investment Residence

For high-net-worth individuals seeking investment-based residency in New Zealand.

The Active Investor Plus visa offers two streamlined pathways for high-net-worth investors: a Growth pathway (from NZD 5m, 3-year term) and a Balanced pathway (from NZD 10m, 5-year term). Applicants must invest in acceptable New Zealand investments, transfer lawful funds to New Zealand, meet standard health and character checks, and satisfy residency-days requirements. Quick policy summary (current):

Two investment categories: Growth and Balanced. The AIP was refreshed in 2025 to simplify options and encourage investment.

The Business Investor pathway enables experienced entrepreneurs to invest in and operate a New Zealand business. 根据移民局（INZ）最新规定，Growth 类（NZD 5 百万起投）必须投资于 “acceptable investments”（可接受投资），主要包括两类：direct investments 与 managed funds。

- - Direct Investments（直接投资）
    投资于在新西兰注册的公司（私有企业）。形式可以是普通股（equity）、优先股 (preference shares)、可转换工具（例如 convertible note / SAFEs）等。这些直接投资必须被新西兰贸易与企业局（NZTE, New Zealand Trade & Enterprise）认定为 “acceptable direct investments”。投资人必须拥有对公司的所有权（直接拥有股份），或通过信托 /提名公司 (nominee company) 拥有。
  - Managed Funds（管理型基金）

  - ⚠️ 投资限制：
    纯粹物业 (pure property) 投资不被视为 Growth 类可接受投资。如果是物业相关投资，必须是运营型 (operator / owner-operator) 模型，而不是单纯买地或租赁物业。
    如果通过管理型基金 (managed funds) 投资物业相关业务，该基金不能只是纯物业基金，必须有其他经济价值行业 (例如基础设施、开发运营等) 的参与。
    投资必须由 NZTE 事前确认 (“acceptable direct investments” 或 “acceptable managed funds”)。
  - 其他关键注意事项：
    投资必须以新西兰元 (NZD) 进行。
    投资不得用于个人用途（例如买自己住的房子） — 必须用于真正意义上的商业 /基金投资。
    Growth 类投资期为 36 个月 (3 年)，整个这段时间你必须维持资金在可接受投资中。

Balanced 类（AIP Balanced）—可投资行业 /资产类型

🔍 Balanced 类典型行业 /业务方向（行业示例）

基于上述可接受资产类别，以及 NZTE 对 “增值型 (value-add)” / “发展型 (development)” 投资的偏好，可以推断 Balanced 类较为合适的行业或业务方向有：

基础设施开发 — 如工业或商业物业开发项目 (仓储、物流设施、商业中心等)
房地产开发 (Property Development) — 新住宅开发 (但不能是纯物业持有用于出租给个人居住)
企业债券 / 信用债 — 新西兰公司债券 (评级较高)，政府或地方政府债券。
股票 /股权投资 — 可投资于 NZ 本地上市公司 (或通过基金 / ETF)
公益 /慈善项目 — 对那些有社会价值或经济价值 (public benefit) 的慈善机构进行资助 (捐款)。

⚠️ 注意事项 /潜在风险

投资必须以 NZD (新西兰元) 进行。
投资必须持续符合 “acceptable investment” 的要求，在整个 60 个月 (5 年) 投资期内保持合规。
若某个基金不是 NZTE 事前批准 (acceptable list)，但该基金有国际部分 (non‑NZ exposure)，只有其中投到新西兰部分才被视为可接受投资。
对 “property development (地产开发)” 的投资，必须是开发型 (development)，而且须通过基金 /受管方式 (managed fund) 投资时，只有投入到新西兰地产开发的比例才被 INZ 认可。
债券投资也有评级要求 (如公司债需 BBB- 或同等) 才可视为可接受。

投资必须是 “已成立企业 (established business)”，而非新创企业。
被投资公司必须经营至少 5 年。
该企业必须有至少 5 个全职员工 (full-time equivalent)
投资者还必须真正参与经营该企业，而非只是被动持股。

居留 (“work-to-residence”) 时间不同：
投资 NZD 1 百万：标准路径，申请人需经营该企业 3 年后才可以申请居留 (Business Investor Resident Visa)。
投资 NZD 2 百万：快速通道 (fast-track)，12 个月后有资格申请居留。
控制与所有权：INZ 要求投资者对企业有 “适当” 所有权 (nominated business)，申请人通常需要购入或至少持有 25%。
